Why Defense Contractors Fail Cybersecurity Requirements – And How to Avoid It

If you’re a defense contractor still waiting to start your journey toward CMMC compliance or fulfill federal cybersecurity requirements, you’re not alone, but you may already be behind. At Valor Cybersecurity, we’ve seen countless businesses wait too long, only to face significant delays, lost contracts, and financial penalties.

I founded Valor after experiencing a cyberattack that nearly cost me my business. It was a wake-up call and the reason I made it our mission to help others avoid those same costly mistakes. Over time, we’ve focused exclusively on helping defense contractors navigate cybersecurity compliance, particularly around CMMC (Cybersecurity Maturity Model Certification) and NIST 800-171.

The CMMC Dilemma: A Costly Compliance Trap

Since 2017, U.S. defense contractors have been required to meet certain cybersecurity standards as a condition of winning contracts. Yet many companies still treat this as a “check-the-box” requirement, agreeing to comply on paper without the systems, plans, or documentation to back it up.

This leads to what we call the CMMC Dilemma:

You’ve spent months preparing your bid, pricing your services, and winning a contract only to realize you can’t actually get paid until you prove compliance.

At that critical moment, leaders often face a tough decision:

  • Admit the company isn’t ready (risking the contract), or
  • Sign and figure it out later (risking future legal and financial consequences).

As of 2025, the government is no longer accepting promises. They’re demanding proof. And companies are feeling the heat.

Compliance Isn’t Optional Anymore

More and more, primes and government agencies are issuing pre-award questionnaires, asking:

  • Do you have a System Security Plan (SSP)?
  • Have you submitted your SPRS score?
  • Are you ready for CMMC Level 1 or Level 2?

If you’re receiving these questionnaires, take them seriously. They’re not optional, they’re warnings.

Still, many companies try to delay the work, relying on outdated “plans of action” that say, “We’ll fix this eventually.” But with CMMC certification requirements rolling out over the next 1–3 years, eventually isn’t good enough.

The Price of Waiting

Companies that fail to prepare are now facing:

  • Contract losses
  • Government database flags
  • Reputational damage
  • False claims lawsuits

There is now a growing wave of arbitration lawyers focused on the defense sector, targeting companies that falsely certified compliance going back as far as 2017. They see this as a legal goldmine and they’re just getting started.

A Path Forward: Defensible Compliance

Here’s the good news: You don’t need to spend six figures overnight to become compliant.

We help contractors take a progressive approach by:

  • Identifying and documenting current controls
  • Building a defensible compliance posture; one that holds up under scrutiny
  • Prioritizing high-impact, low-cost security improvements
  • Exploring government funding or cost reimbursement for cybersecurity

If you’re bidding on contracts, know your limits. Don’t stretch for Level 2 requirements if your business doesn’t yet have the budget or capacity. Instead, bid with confidence in what you can defend and build your posture over time.

Trust Is Everything in the Defense Supply Chain

Cybersecurity isn’t just a compliance checkbox, it’s about trust.
Prime contractors must trust their subs. The government must trust the primes. One weak link can break the chain. If you can’t prove you’re secure, you risk not just contracts, but relationships built over years.
We help defense contractors build that trust through clear plans, simple language, and real results.

Why Finding the Right IT Partner Feels Like a Guessing Game

Much of the IT frustration we hear about from defense contractors, shipyards, and manufacturers has a single root cause. The company never found the right vendor fit in the first place.

When It Comes to CMMC More Rules Isn’t More Security, and Buying Tools Isn’t Doing the Work

Two common CMMC mistakes: over-engineering security and buying tools instead of building habits.

Secure and compliant are not the same thing, and treating them as interchangeable is where the budget gap opens up.
